The time to act is now. When the industry was travelling well most producers were too complacent to question whether there was a benefit to NLIS and were just complying. But now things are tough I think producers are questioning the lack of benefits and the costs associated with NLIS. NLIS should only have ever been a true voluntary system (unlike the LPA)- it would have either sunk or swum according to market influence.
